Registration at the place of stay is required only if the foreigner stays in Belarus for more than 10 days. Short trips of up to 10 days inclusive do not need registration. For Russian citizens the registration-free period is up to 90 days, and for citizens of several countries it is up to 30 days under international treaties (full table below). Electronic registration is free. When renting short-term housing the receiving party that is, the host usually submits the data to the internal affairs bodies.

If you are in Belarus for no more than 10 days, you do not need to register. For citizens of Russia (up to 90 days) and several countries (up to 30 days) the registration-free period is longer check the table below.
Provide the host with your passport details, the date of entry and migration card data. On Vsesutki the receiving party usually submits the information itself.
If your stay exceeds the registration-free period, register before it expires. The fastest way is the unified e-services portal portal.gov.by: sign in and find the service by code 200.12.14.1 (registration of a foreigner at the place of stay). Or in person at a citizenship & migration unit of the MVD.
Keep the tear-off slip or the electronic registration confirmation it may be requested during document checks and on departure.

When housing is provided to a foreigner under a paid contract the host acts as the receiving party and must inform the internal affairs bodies of the guest's check-in within 3 hours via the MVD information systems, the unified e-services portal (e-service 3.29.01) or in person at an internal affairs body. So on Vsesutki the host normally handles registration: confirm this when booking and prepare your passport details in advance. If you are staying with a private individual free of charge, you must register yourself.
Registration usually requires: a valid passport (or an equivalent document), the migration card, the date of entry into Belarus, the address of actual stay and medical insurance details. The surname and given name are written in Latin or Cyrillic exactly as in the passport (one variant is enough). The foreigner's personal presence is not always required: it is not needed for registration on the application of the receiving organisation or for a minor.
Violating the rules of stay and the registration procedure carries administrative liability for the foreigner: a fine and, in some cases, deportation with a possible entry ban; a repeated violation within a year carries stricter liability. For the receiving party, late submission of the data is also an administrative offence. The amounts and sanctions are set by the Code of Administrative Offences of Belarus and may change check the current figures in the official source.
If a foreigner stays in Belarus for no more than 10 days, no registration is needed. Registration is required for a longer stay; the term is counted from the day of entry. Citizens of certain countries have a longer registration-free period (see the table).
